APPLICATIO has been commissioned by the GIZ project "Improving access to basic social services for internally displaced persons and the local population" to further develop the context-sensitive, impact-oriented monitoring system and to ensure its quality. This is particularly important in view of the fact that the project is steered and managed remotely due to the security situation.
The aim of the project is to strengthen the resilience of the local population and the internally displaced persons admitted as well as the institutional structures at the community level. The project thus addresses the basic needs of particularly vulnerable groups whose living conditions have deteriorated considerably since the outbreak of the civil war in 2015.
The aim of the advisory mandate is to evaluate the project's monitoring and evaluation processes conceptually and technically, to advise on practical instructions for action and to enable and ensure needs-based learning.
