APPLICATIO supports GIZ in its programme "Good Financial Governance in Africa" by developing a human capacity development strategy jointly with the GIZ-Team and stakeholders from the region. With the changes in the programme comes a need to re-assess its Capacity Development (CD) processes and come up with a programme-wide Capacity Development strategy. This fosters a common understanding of CD among all work streams and intervention levels and sharpens the programme’s perspective on how to strategically address the different levels of Capacity Building and possible interconnections between these levels. The process of developing the strategy should also help to identify common CD challenges faced by the technical advisors in the work streams and foster cross-work stream learning.
Die GIZ writes about the programme "The ‘Good Financial Governance (GFG) in Africa’ programme is being carried out in partnership with three independent regional organisations: the African Tax Administration Forum (ATAF), the Collaborative Africa Budget Reform Initiative (CABRI) and the African Organisation of Supreme Audit Institutions (AFROSAI). The associations offer country-specific, technical advice for their members and training measures for tax officers and managers in finance and economics ministries and supreme audit institutions, all with a view to generating the necessary institutional competence and performance capacity for Good Financial Governance.
GIZ supports the associations in their technical work and in their participation in international processes, such as G8 initiatives, and strengthens their coordination function by providing organisational and in-process consultancy. Cooperation aims to foster the exchange of experience and knowledge between African finance ministries and audit councils and to promote the ongoing development of the 'member states' own systems. GFG in Africa also works closely with the secretariats and provides them with technical, strategic and administrative support so as to strengthen their role as competence centres for reform in the area of public finance."
